Director, Contracts and Service Delivery - Strategic Procurement, Finance and Business Services

The Director, Contracts and Service Delivery provides strategic procurement leadership across contracts and a portfolio of categories, including supply market management and development, strategic planning and execution, as well as performance and risk management, to meet business needs.
 
Key accountabilities
  • Develop, lead and execute contracts, strategies and frameworks, including market approaches, supplier performance analysis, supplier development, contract management, performance reporting and evaluation to optimise value for money outcomes and meet stakeholder needs and expectations.
  • Design and implement processes to monitor suppliers and manage contract and service delivery against expectations and standards (including performance, cost, user satisfaction and project outcomes); and ensure contract arrangements meet business needs.
  • Provide expert advice to key stakeholders on all aspects of contracts and categories, to encourage innovative practices and support delivery of business and policy directions.
  • Establish and maintain value-based stakeholder and strategic supplier relationships to ensure that contractual arrangements meet business needs, enhance stakeholder engagement, and both challenge and motivate providers to optimise service outcomes.
  • Provide expert advice to key stakeholders on all aspects of contract management to encourage innovative practices and support delivery of business and policy directions while providing leadership, direction and effective management of the contract management team.
  • Lead and establish contractual arrangements to ensure effective monitoring and administration of contracts, adherence with requirements, and consistent and acceptable quality of service and support is provided.
  • To ensure suitable and sufficient contract management processes and systems are in place to minimise risk, develop mitigation strategies for resolution of issues and to effectively manage contracted services.
  • Lead negotiations on high impact, complex supply arrangements and manage contracts to deliver optimal contractual outcomes and establish performance standards and evaluation processes to assess and report on contract activity in terms of progress, results, customer satisfaction, value and cost.

This is a temporary contract under Section 35 (1)(b) of the Police Act 1990 for up to 12 months.
 
Essential requirements – applicants must:
  • obtain and maintain the requisite security clearance for this role
  • have relevant Tertiary Qualifications or extensive experience in procurement and contract management or associated discipline
  • Proven experience in the provision of contract management services including the development of strategies and protocols that meet the standards of best practice, compliance, risk management and value for money
