About the Project

The North East Link Project (NELP) is a state project that will upgrade and connect the Eastern Freeway at Bulleen to the M80 Ring Road at Greensborough in Melbourne’s north-east. The new route will include 26km of upgraded and new freeway including 5km of road tunnels. As part of NELP there is a $150 million major Rail Works Package required to be delivered to support the roads project. As part of this NELP Rail Works Package we are currently looking for a Safety & Environmental Coordinator to help deliver this project. 

The Safety & Environmental Coordinator is responsible for the development, implementation and management of the Occupational Health and Safety, Rail Safety & Environmental compliance systems, processes and requirements relating to the North East Link Project.

About the Role

  • Support the establishment of the NELP safety and environmental management system, procedures and tools to provide surety of successful project delivery and compliance
  • Promote continuous improvement of the NELP Safety and Environmental Management Systems
  • Conduct Project site inspections and audits against safety, rail and environment legislation and MTM system requirements
  • Lead incident investigations, to identify causal factors, present findings to various forums and implement corrective actions
  • Lead development of safety and environmental strategies and initiatives
  • Liaise with internal and external parties to support to project delivery teams and contractors concerning rail safety, occupational health and safety, and environmental management matters
  • Assist with health, safety and environmental project reporting
  • Document NELP Safety Management Plan(s); and monitoring projects’ compliance
  • Assist the development of and then manage  the NELP Rail Safety and OH&S procedures as required to ensure compliance with the MTM Safety Management System and legislation requirements
  • Attend risk and hazard identification workshops for projects and project related works
  • Support delivery teams in reviewing contractors documentation and implementation of controls on site
  • Assist in development of tender documents
  • Assist in the review and selection of Delivery Contractors
  • Ensure project compliance to environmental performance requirements set by NELP and lead compliance audits by the Independent Environmental Auditor (IEA)
  • Any other duties as specified by manager

About You

  • Tertiary Qualification in OH&S/WHS or environmental management or demonstrable relevant professional experience.
  • Experience in coordinating and monitoring safety within the construction industry, preferably rail construction
  • Sound experience in establishing, implementing and monitoring effective safety and environment management systems & procedures
  • A good working knowledge of occupational health and safety and environmental legislative requirements is essential; knowledge of rail safety legislation will be highly regarded,
  • Demonstrably experience in incident investigation and analysis.
  • Demonstrated experience in auditing processes
  • Ability to conduct safety monitoring activities and ensure compliance with guidelines and legislation.
  • Ability to apply the principles and functions of occupational hygiene, ergonomics, occupational health, rehabilitation and welfare, and accident prevention
  • Ability to follow occupational health safety and environmental procedures in the rail industry
  • Ability to manage complex situations, with solid problem solving and negotiating skills
  • Ability to schedule work priorities to ensure deadlines are strictly adhered to
  • Ability to use verbal and written communications skills, including report writing
  • Ability to work independently or as part of a team
  • Sound knowledge of Microsoft programs (Word, Excel, PowerPoint etc.)
  • Ability to communicate effectively with all levels of management and staff, internal & external (verbal and written).
