The opportunity

Federation Council has an exciting opportunity for a Manager Infrastructure who will provide strategic leadership and direction for their team under our Engineering Services directorate. 

This role will manage and lead the delivery of high-quality Infrastructure Services, Asset Management, Project Management and Emergency Management in accordance with Council objectives and government requirements, ensuring that services delivered are relevant, timely, cost effective, operationally efficient and consistent with Council’s Plans including its Operational Plan, Delivery Program and Long-Term Community Strategic Plans.

In this role you will undertake duties such as, but not limited to:

  • Leading and inspiring staff in the infrastructure unit.
  • Providing strategic and operational management of the unit to ensure the delivery of Council’s Operational and Delivery Plans.
  • Managing and providing technical services of asset management, civil design, road safety, street lighting, and engineering services.
  • Developing, implementing and monitoring service standards and targets.
  • Managing and coordinating the development of Capital Works and Long-Term Financial Plans for assets.
  • Developing, implementing, and maintaining a Project Management Framework.
  • As required by the State Emergency Plan, undertake duties as Council’s appointed Local Emergency Management Officer (LEMO).
  • Managing Council’s Local Traffic and Local Emergency Management Committees.

Criteria

To be successful in this role applicants must have a ‘can-do’ attitude, a strong community focus, experience in senior management, leading organisational change, providing customer focused services and in delivering results.

  • Demonstrated ability in leading and developing teams to achieve organisational goals/objectives within a values-based framework.
  • Hold a relevant engineering qualification and/or extensive civil engineering experience.
  • Hold a current and valid driver’s licence and General Induction for Construction Works (white card) accreditation or equivalent.
  • Proven ability to apply legislation, guidelines and asset management principles as they relate to local government infrastructure delivery. 
  • Proven ability to understand and assess complex technical issues, and write clear, concise reports that provide recommendations based on assessment
  • Demonstrated experience in developing and managing annual budgets, planning and implementing project plans, managing risk and delivering projects and activities on time. 
  • Excellent written and verbal communication skills, negotiation and conflict resolution skills and demonstrated experience in dealing with community members. 
  • Demonstrated ability to manage competing priorities, work to tight deadlines, work autonomously and respond positively under pressure.
  • Proven experience in working collaboratively and thinking creatively to deliver on the strategic direction of an organisation with a focus on performance and continuous improvement.

The appointment will be in accordance with the Local Government State Award and Council’s policies and conditions of employment.  The salary will be within the range of $2,160.70 to $2,385.10 per week plus Civil liability standard allowances, depending on qualifications, experience and skills.
